If you talk to the folks from Seattle... its "known" for its art.  I don't know about that so much, but I do know that 10% of the city's budget HAS to go to art, and 10% of the city's property has to be dedicated to Art.  I would think that that's a tough mandate to live up to.

They manage by sponsoring art projects, and placing them all over the city... one place they decided to put a piece of art is under the Aurora Street Bridge, a large bridge that carries the traffic of Highway 99 into the city.  It was built in the 1930's and is seem as a bit of a blight on the neighborhoods it is over.
 

I'll never be accused of being "artsy", but this thing is pretty cool!

Their hope was that this Troll would add a greater sense of "Place"... I don't know about that so much, but I do know that it now fits in quite well with the Freemont community its now a part of.

Its a fun stop when taking visitors to a "city of Seattle" tour, that's for sure!
